Article summary

Use country-level evidence—not a global popularity assumption—to evaluate Viber audiences in the Philippines, Balkans, Eastern Europe and CIS markets.

Viber does not have the same commercial relevance in every country. Its strongest business cases have historically clustered in the Philippines and parts of Central and Eastern Europe, the Balkans and the CIS. That regional pattern is useful for planning, but it is not a substitute for current, country-specific audience evidence.

A cross-border team should therefore treat “Viber is popular here” as a hypothesis to validate. Platform presence, customer permission, reachable numbers and campaign economics must all support the decision before a market is prioritized.

What the available first-party evidence shows

Rakuten Viber’s business materials describe expansion from Russia and Ukraine into the CIS, Central Europe and Balkan markets such as Bulgaria, Greece and Serbia, followed by Southeast Asian focus in the Philippines and Vietnam. More recent company coverage calls the Philippines a key market and reports continued product launches there.

These are useful directional signals from the platform itself, not independent market-share measurements. Read them as evidence of investment and business activity: Viber Business Messages market history and Viber’s Philippines update.

A regional planning map

Market cluster Why it enters a Viber shortlist What must be checked locally
Philippines Ongoing Viber investment, business messaging activity and local product launches Your own customer adoption, opt-in source, language and channel economics
Balkans Viber has repeatedly highlighted countries including Greece, Bulgaria and Serbia Country differences, carrier mix, local messaging norms and competing apps
Ukraine and parts of Eastern Europe Long-standing platform and business presence Current conditions, audience safety, language and rapidly changing behavior
CIS-related markets Historical business-message footprint Current availability, regulation, sanctions exposure and payment support
Vietnam and nearby Southeast Asia Viber has described regional business expansion Whether Viber reaches the exact target cohort versus stronger local alternatives

Do not rank countries with one global app statistic

A worldwide download count says little about whether buyers in a specific city use Viber for brand conversations. Installation, monthly use, primary-messenger status and willingness to receive business messages are different measures. Age, diaspora links and sector can matter more than the national average.

Build a country score from several signals: first-party CRM contacts who selected Viber, customer-service requests arriving through Viber, recent campaign delivery, local partner feedback and current third-party audience research. Date every source because messaging preferences can move quickly.

The Philippines requires segment-level validation

The Philippines deserves a place on the shortlist because Viber continues to launch local products and publicly describes the country as strategically important. Yet a national-level signal cannot tell a seller whether Viber fits beauty buyers in Manila, overseas-worker families, B2B distributors or a province-specific retail audience.

Run a controlled customer survey or channel-preference capture at checkout. Compare Viber with SMS, email, Messenger and other apps for the same segment. Use actual permission and response data to decide the role Viber should play: transactional support, service recovery, community, promotion or no role at all.

Balkans and Eastern Europe are not one homogeneous market

Greece, Bulgaria, Serbia, Ukraine and neighboring countries differ in language, regulation, media habits and commercial context. A shared history of Viber presence does not justify copying one campaign across borders. Creative, quiet hours, opt-out language and customer-service staffing should be localized.

Geopolitical and regulatory conditions can also affect platform operations and data transfers. Before activation, ask local counsel or an accountable market owner to confirm the current requirements for the specific audience and purpose.

Use number checking as a feasibility input

If the company already holds an authorized phone-number list, a Viber registration check can help estimate how many submitted records are returned as registered. The activity task returns phone number, active days, MID and user offline time. A broader Viber gender-and-age service has a different set of profile-related fields.

AIPUSH receives the number list as TXT and returns task-specific columns in Excel. The result can support list cleanup or cohort analysis, but it does not create permission. Keep the customer’s source and consent state in the internal dataset when reconciling the result.

A market-entry experiment that can be stopped early

  1. Select one country and one clearly defined customer segment.
  2. Document the source of the list and the channel permission.
  3. Estimate registration feasibility with a small authorized sample.
  4. Design a low-frequency test with a relevant service or transaction use case.
  5. Measure delivery, response, conversion, opt-out, block and complaint indicators.
  6. Compare cost and customer experience with the existing channel.
  7. Expand only when positive and negative signals meet the written threshold.

Questions for local teams and partners

  • Which customer groups use Viber weekly rather than merely having it installed?
  • Do customers expect service messages, promotions, community content or none of these?
  • Which language and script should support and opt-out messages use?
  • How was channel permission obtained and how can it be withdrawn?
  • Which competing messenger is the default for this exact segment?
  • Can the company staff replies during local operating hours?
  • What has changed since the audience evidence was collected?

When to choose another channel

Do not use Viber simply because a regional article says it is popular. Choose another channel when first-party preference is weak, permission cannot be demonstrated, local support is unavailable or negative signals exceed the test threshold. A small registered audience with high relevance may be more valuable than a large technical match with little intent.

The correct takeaway is regional, not universal: the Philippines and several Balkan, Eastern European and CIS markets merit investigation. The final channel decision belongs to current evidence from the exact country, cohort and use case.
