Those differences matter before any WA or WS number screening takes place. If they remain unresolved, duplicates and malformed rows can distort both registration and activity results.

The numbering information published through the International Telecommunication Union describes Mauritania as using a closed eight-digit national plan. For cross-border data, the practical storage form is +222 followed by the eight national digits. Formatting establishes where a number belongs; it does not establish whether the owner has a WhatsApp account, has used it recently, or has agreed to receive a message.

Three separate questions hide inside one +222 list

Country-code validation, account registration and recent activity answer different business questions. Treating them as one “valid” flag removes distinctions that are needed for a defensible workflow.

Why the eight-digit national plan is the right starting point

ITU material on Mauritania’s numbering change states that the national significant number has eight digits. A cross-border record should therefore be tested against the pattern +222 followed by eight digits after presentation characters have been removed. A value such as +222 12 34 56 78 may illustrate the shape, but should not be treated as a real subscriber number or as evidence of a particular operator allocation.

An unprefixed eight-digit value deserves extra caution. A multi-country form, purchased dataset or merged CRM can contain eight-digit numbers from several plans. Add +222 only when the record’s country field, acquisition source or user-supplied information supports that attribution. Keep the original input in a separate column so an incorrect assumption can be reversed.

Convert mixed dialling strings into screening-ready text

  1. Import the phone column as text so spreadsheet software does not interpret the plus sign.
  2. Preserve a copy of the received value before removing spaces, hyphens and parentheses.
  3. Convert 00222 to +222 only for records already identified as Mauritanian.
  4. Verify that exactly eight digits remain after the country code.
  5. Deduplicate on the normalized international value while retaining source and update date.
  6. Place one normalized number on each line of a UTF-8 TXT file.

This order separates a deterministic formatting exercise from an external platform-status check. It also prevents one customer from consuming several task rows merely because the source systems used different display conventions.

A registered account is not the same as an active account

WhatsApp’s official registration instructions say that a person activates an account with a phone number capable of receiving a verification code and enters that number in full international format. That establishes the registration mechanism, not current usage. A number can remain associated with an account while being a poor candidate for a time-sensitive service workflow.

For an older lead or customer list, registration screening can be used as the first filter and activity screening can then be applied to the registered subset. If the source already guarantees that every record is a WhatsApp user, the activity task may be selected directly. In either case, keep the two result files separate so “not registered” is never confused with “registered but not recently active.”

Turn activity fields into a list that humans can review

Reconcile French, Arabic and English source systems

Mauritanian records may arrive through forms and CRMs using different languages and field labels. The spelling of the country, use of Western or Arabic numerals, and placement of the international prefix can vary even when the underlying number is the same. Normalize the number first, then resolve conflicting metadata according to source reliability and recency.

Consent and suppression data require stricter treatment than ordinary profile fields. If one source says a customer may be contacted and a newer source records an opt-out, the opt-out must survive the merge. Activity is a prioritization signal, not a way to override that decision.
