LINE and PayPay account linking can enable transfers and bill splitting in chat, but it does not make PayPay balance, transaction history, transfer completion or a “high-value user” label available through LINE number checking. Linking is a product relationship initiated with user consent. Number checking is another data path with constrained input, task and output.

What the official announcement confirms

In their July 2, 2026 announcement, PayPay and LY Corporation said LINE and PayPay account linking would begin in phases from summer 2026. Planned experiences included sending PayPay Balance in LINE chats, group bill splitting, friend-list integration and a PayPay LINE Mini App. The announcement explicitly says linking requires user consent and basic functions remain available without it.

What LINE Registration can answer

AIPUSH LINE Registration exports phone and registration result, describing observed platform state at task time. It does not return a PayPay account, linking consent, balance, ability to pay or an in-chat transfer. Even when one person uses both services, registration cannot show that the accounts are linked.

A profile task is not a payment profile

LINE Gender and Age may include phone, user ID, nickname, gender, age, avatar, people count, avatar type and skin tone. Those fields already have missingness and inference limits. They provide no basis for estimating income, spending power, PayPay balance, credit or transaction intent.

Linking consent is not marketing permission

Consent to connect LINE and PayPay enables the product experiences in the announcement. It does not automatically permit a business to reuse the payment relationship for marketing or a third party to send messages. Every downstream purpose needs its own transparent explanation, applicable basis and opt-out.

Designing an internal identity graph

Use contact_id as a governed node and phones, LINE user IDs and legitimately obtained first-party payment-customer identifiers as revocable edges. Each edge has source, creation time, evidence and validity. Never merge on a similar nickname, avatar or friend relation. When unlinking or deletion occurs, the relevant edge can be removed independently.

The TXT and Excel security boundary

An AIPUSH upload contains one phone per line and no PayPay information, transaction amount, order, name or linking state. Exported Excel lands in staging and rejoins records through an internal crosswalk. The number-checking path and payment system receive separate roles and retention policies.

A feature launch does not expand a data product

The announced experiences roll out in phases and may evolve. “Transfers exist in chat” does not authorize an organization to invent a transfer_user column in checking output. Only data with a defined source, meaning and authorization belongs in a model or operating rule.

A better measure of customer value

Value comes from the customer’s actual relationship with the business: transactions, service satisfaction, retention and voluntary preferences, adjusted for refunds, cost and time. LINE number checking answers a narrow platform-observation question. PayPay linking remains in the product context the user chose to enable.
