Do not choose LINE from regional assumptions; validate Vietnam, Thailand and Indonesia through customer channel evidence, small pilots and the actual LINE task schema.
A Southeast Asia LINE strategy should not begin with one sentence about which country “uses LINE most.” It should begin with how your own customers choose to communicate. Segments, acquisition sources and use cases differ across Vietnam, Thailand and Indonesia. Number checking can organize platform state but cannot replace market validation.

Start with first-party channel evidence
Measure preferred_channel forms, existing LINE conversations, first-contact resolution, meaningful replies and opt-outs. Industry reports can create a hypothesis; a national average cannot be copied directly into your audience.
The actual LINE task boundary
LINE Registration exports phone and registration result. LINE Gender and Age may return phone, user ID, nickname, gender, age, avatar, people count, avatar type and skin tone. AIPUSH has no LINE Activity task, so registration cannot substitute for activity time.
Normalize three countries independently
+84, +66 and +62 require their own country code, domestic prefix and current range rules. Internally retain phone_raw, country_evidence and normalization_version. Campaign market, language and IP do not replace phone-country evidence.
Create a separate TXT batch per market
AIPUSH accepts TXT with one phone per line. Give each country its own batch_id and crosswalk and accept results separately so a format defect in one market does not disappear inside a regional average.

When Gender and Age is appropriate
Select profile fields only for an approved, low-risk coverage study that will report unknown rates and bias. Age, gender, skin tone and avatar must not determine price, identity, credit or language.
Do not merge user IDs across markets or platforms
A LINE user ID is a platform observation, not a universal customer key. Reconcile through contact_id and review conflicts. Matching nicknames in Thailand and Vietnam do not establish one person.
Channel preference outranks the check
If a phone is registered on LINE while the person chose Zalo, WhatsApp or email, honor that choice. Checking never switches channel automatically or copies permission from another platform.
Review each country independently
Report phone format, explicit LINE states, unknowns, field coverage, service outcomes, opt-outs and complaints. Compare real operations for the same segment rather than asking which country has the higher registration percentage.
When the strategy is supported
Scale only when a defined country/segment repeatedly chooses LINE, the service or marketing pilot produces incremental value and risk measures remain stable. Otherwise keep the channel small or use the platform customers prefer.
