Nine national digits provide the first structural test
The international representation is +231 followed by a nine-digit national number. An ITU operational bulletin issued in 2023 lists updated Liberian allocations, including mobile series beginning with 55, 77 and 88. The detailed sub-ranges and operator labels should be checked against current regulatory material because blocks can be activated, deactivated or reassigned.
The international access prefix is not part of the stored number. A dialling string beginning with 00231 should become +231 plus the national digits. A plain numeric value beginning with 231 also deserves inspection: spreadsheet conversion may have removed the plus sign or, worse, rounded the original value.
Use allocated ranges as a warning system, not an account lookup
Matching an assigned mobile range makes the structure more plausible. It does not show that the individual subscription is active or that WhatsApp is registered. Number portability, recycling and newly activated blocks can also make an old operator label unreliable. Keep any range-derived attribute as a separate precheck field instead of merging it with the platform result.
A prefix says nothing about the subscriber’s profession, buying power or communication preference. Segmenting people on those inferred traits would turn a technical allocation into an unsupported profile.
