Use a five-question purpose test to decide whether an Italy +39 list truly needs WhatsApp avatar data and control visibility, unknowns and CRM use.
An Italy +39 list can be checked for avatars, but that does not mean every project should do it. An avatar is profile visibility at check time, not an identity credential. If the team cannot name the decision it changes, the safer and more effective choice is not to collect it.

Separate phone type from customer identity
+39 supports numbering-plan processing only. Mobile or fixed use should follow current rules and source evidence. It cannot prove the holder, location, language or permission.
An avatar blank has several explanations
The profile may not have been observed, visibility may be limited, or the task may be unknown. A formatting exception is a fourth, separate queue. Do not flatten every blank into “no avatar” or call it a fake account.
What Profile Picture checking can return
AIPUSH WhatsApp Profile Picture may return phone, business-account observation, avatar and mapped WhatsApp phone. Business status is not trust certification, and a mapped phone is not the CRM master identity.
An image must not become a sensitive profile
Do not infer ethnicity, religion, health, politics, income, occupation, personality or purchase intent from an avatar. Even person, brand or landscape categories should not become customer labels without an independent purpose.
A small manual sample reviews the process
Sample observed, not_observed, unknown and format_exception rows and inspect provenance, formatting and reconnection. The reviewer tests the workflow; the job is not to attach more detailed labels to photographs.
Excel enters an isolation zone first
TXT contains one phone per line while name and permission stay internal. Returned Excel joins through batch_row into staging. Relationship conflicts receive human review, and avatar state cannot change consent or suppression.
What happens after result expiry
Store checked_at and delete_after. Once the decision is complete, remove person-level avatar results and retain only necessary aggregates. Another check needs a new purpose, not an automatic periodic scan.
The practical result for an Italy page
Pass the purpose test before checking avatars. If Registration or internal data can support the decision, do not add image observation. When it is genuinely necessary, confine use to a stated question, role and period.
