Gate two: fairness
Explicitly prohibit use for pricing, eligibility, denial of service or lower priority. Even in marketing, test whether different observed states receive materially different treatment.
Never impute unknown from averages
Rows without output stay unknown and retain format_exception, not_observed or visibility_limited. Names and avatars cannot populate age or gender automatically.
Measure coverage of the +36 sample
Compare usable rates by acquisition source, period and phone format. If coverage clusters in one channel, do not generalise its distribution to all Hungarian customers.
Observations do not overwrite self-reported data
Information and preferences explicitly supplied or updated by a customer take priority. Store inferred columns separately with observed_at and expiry.
