Number type is not contact type
A mobile range does not prove an individual, while fixed and VoIP are not automatically invalid. Company roles, shared devices and service phones belong in CRM as number_type rather than receiving a value judgment from their range.
Registration exports two core fields
WS Registration returns phone and registration result. AIPUSH accepts TXT and exports Excel after completion. Activity time, avatar, gender, age and permission do not belong to this task.
Use the correct denominator

Retain batch evidence when creating TXT
Put one normalized +509 phone per line without name, address or order. Internally keep contact_id, phone_raw, number_type, source and permission. Record the file hash, count and range-rule version before upload.
Reconcile Excel before calculating
Compare unique inputs and returned rows, then append batch_id and checked_at. Repeated states, unmatched records and one-to-many mappings enter an exception queue. Silent deduplication must not improve the denominator cosmetically.
Separate range updates from account changes
A changed rerun may reflect account state, phone reassignment, a range-table update or TXT transformation. Preserve both input rules and observation dates, classify the difference and rerun only the affected subset when justified.
Registration carries no identity meaning
It does not prove name, location, economic circumstances, ownership or diaspora status. Identity and customer relationship require independent, authorized business evidence.
Permission remains outside number checking
An explicit registration result addresses platform state and does not create contact permission. Provenance, WhatsApp purpose, channel scope and suppression determine queue eligibility. A new result never overwrites opt-out.
Expose unknowns in the handover
A qualified report lists range version, structure pass rate, number types, explicit states, unknowns, errors, reconciliation rate and observation date. Credibility comes from showing what the Haiti registration task could not answer—not forcing every record into yes or no.
