“What is the price per 10,000 phones?” is the easiest procurement question to answer and the easiest answer to misuse. If fields do not match the decision, failed rows are unexplained and Excel cannot rejoin safely, a low unit price merely transfers cost to operations and data teams.

Score one: verify fields task by task
WS Registration returns phone and registration observation. High-Precision Registration may also include business-account observation and mapped phone. Activity returns activity time, active days and mapped phone. Gender and Age, Profile Picture and Full Format each have different schemas. Reject a generic “all fields supported” demonstration.
Score two: use a blind sample
Stratify real source data by country, age and quality, then lock expected formatting and a human-reviewed subset. A blind sample whose answers are not disclosed tests consistency, unknown handling and mapping conflicts more effectively than a curated success case.
Score three: ask governance questions through deletion
Review uploaded content, transport, access roles, task logs, result retention and deletion path. The AIPUSH workflow needs TXT with one phone per line. A company should not upload names, orders, consent records or an entire CRM when the task does not require them.
Score four: inspect the return journey
A downloadable Excel file is not an integration. Require batch_row, field dictionary, timestamps and exception vocabulary. Land results in staging and append observations. A workflow that can only overwrite one status column creates rapidly growing audit debt.
Score five: rehearse failure first
Test connection interruption, partial return, duplicates, unknown outcomes, mapping conflicts and batch replay. A mature process can show that replay will not double-count, misjoin contacts or translate missing data into not registered.
Score six: calculate total cost
Total cost includes cleanup, human review, failed reruns, missing fields, storage, security review and the risk of contacting the wrong person. Convert those elements into cost per usable decision rather than comparing headline prices.
Three immediate disqualifiers
- The vendor says a checking result creates marketing permission.
- It cannot explain field source, observation time or unknown values.
- It requires unrelated customer information for a phone-only task.
The question to ask in the procurement room
“Which business decision changes because of this result, and how will we detect an error?” If the answer returns only to hit rate and price, the requirement is not ready. The WhatsApp Business Messaging Policy is another reason reachability must remain separate from permission.
The minimum pre-contract evidence pack
Retain the task field matrix, blind-sample results, exception dictionary, security statement, reconciliation report and deletion evidence. The scorecard does not add bureaucracy; it exposes costs that would otherwise appear only after deployment.
