Break “Eastern Europe” into measurable cells
Create country-by-acquisition-source-by-customer-stage cells. A Polish trade-show lead, Romanian support customer and Serbian website inquiry do not belong in one average. Store the valid-phone base, permission scope and sample date for each cell. When a cell is small, report direction rather than declaring a winner.

Do not force unlike fields into one metric
Viber user offline time and WhatsApp activity time need not share a definition; mid and mapped phone are different identifiers. Begin with comparable measures: parseable input, reconciled output, explicit status coverage and unknown rate. Interpret platform-specific fields only inside their documented uses.
Design a fair paired sample
Draw the same normalized phones from each market cell and generate one-phone-per-line TXT files for both platform tasks. Registration does not identify the best marketing channel
A higher observed registration share only describes coverage in that sample at that time. The final choice also depends on a customer’s stated preference, team response capability, message type, language, local business practice, opt-outs and complaints. An explicit customer choice outranks a background inference.
Validate through a small real-conversation test
Build test queues only from relevant records with an appropriate basis and no opt-out. Keep offer, language, owner and window as similar as possible, then compare useful replies, resolution, opt-outs and complaints. Do not create a race by messaging the same person on both platforms simultaneously.
Expect more than one possible decision
The answer may be one primary channel, country-level routing, or two channels selected by users. The test may also show no incremental value from checking, in which case the project should stop. Channel selection is not permanent; attach a sample version, observation date and review trigger.
Handle cross-platform identity collisions carefully
Keep Viber mid, WhatsApp mapped phone and CRM contact_id as separate fields. Similar nickname or avatar never justifies an automatic identity merge, and neither platform identifier should overwrite the source phone.
