Collect language preference separately
User choice or an actual conversation supplies language evidence; phone and avatar cannot fill it.
Report market and phone separately
Cuba service customers are one group and a numbering plan another. Name the denominator and do not present either as a population rate.
Suppress sensitive small cells
If foreign country, age and gender leave few records, combine or stop publication to reduce re-identification.
