+269 has a defined seven-digit structure
The Comoros regulator’s E.164 plan published through the ITU gives a seven-digit national significant number. Leading 3 and 4 are listed for mobile services, 74 through 77 cover fixed-network resources, and 8 is used for value-added services. Equal length does not mean equal use, so not every seven-digit value belongs in a mobile-platform queue.
Mayotte does not become +269 because 269 appears locally
The French regulator ARCEP places Mayotte within the +262 country-code system in its national numbering plan effective in 2026, while national notation includes resources beginning 0269. When “269” appears in a source file, the pipeline must determine whether it occupies the international country-code position or is part of French overseas national notation. Removing a zero or adding a plus sign mechanically can route the phone to the wrong country.

An activity check answers a time-bounded question

It does not guarantee a future reply and does not create marketing permission. Using the observation to assist contact timing is more accurate than permanently labeling a person active or inactive.
Design service queues instead of a value score
Pre-departure travel support, remittance notification, cargo arrival and after-sales follow-up have different deadlines. Create urgent_service, scheduled_followup and no_current_need queues from the business event, then use activity observations to order records inside a queue. “Recently active” should not become a reason for higher-pressure or higher-frequency contact.
Distinguish four kinds of blank
- The format failed and the phone was never submitted.
- The task ran but no activity observation was returned.
- A result exists but has passed the organization’s use-by date.
- A mapped-phone collision froze the record for review.
If all four conditions appear as an empty Excel cell, an operator may interpret a technical exception as inactivity and delete a still-relevant service contact.
Recipient preference outranks inferred time zone
Comoros and Mayotte are geographically close, but country code alone still does not establish a contact’s time zone. Travellers, diaspora customers and overseas clients may be elsewhere. An explicitly chosen time zone and contact window take priority. Activity can be a secondary ordering signal, accompanied by daily limits and stop conditions.
Separate TXT from operational context
The uploaded TXT has one phone per line and no passenger name, remittance amount, itinerary or order. An internal crosswalk retains contact_id, market_route, purpose, permission_basis and deadline. The returned Excel rejoins through batch_id, keeping sensitive operational details outside the phone task.
Pause automated contact when mapping conflicts
If the mapped WhatsApp phone differs from the input, do not write the activity time directly to the original contact. First inspect notation, recent customer confirmation and business records. Until evidence resolves the case, keep both identities separate. This reduces the risk of assigning one person’s activity to another.
Evaluate windows without promising conversion
A review may compare delivery, reply, opt-out and complaint outcomes for sources and service windows, but activity screening does not guarantee a response or sale. With a small cohort, report the denominator and unknown count beside every percentage so apparent precision does not replace evidence.
The defensible Comoros workflow resolves the +269/+262 routing boundary, then validates mobile use and formatting, and only then uses perishable activity observations for reasonable service timing. Geographic proximity is not numbering identity, and recent activity is not continuing permission.
