Not every eleven-digit +86 resource is a personal mobile
China’s Ministry of Industry and Information Technology published the 2017 Telecommunications Network Numbering Plan as the national classification framework. MIIT communications to the ITU show eleven-digit mobile ranges including 166, 171, 175 and 199. The ministry’s official numbering-plan notice provides the regulatory source.

Create a purpose-review queue before a platform job
A cross-border worksheet can contain business landlines, employee mobiles, device SIMs and temporary test numbers. Append observations rather than overwriting history
