When a Chad +235 list contains names in different scripts, WhatsApp Full Format must not rejoin by name. Transliteration, spacing and sorting create collisions. Stable batch_row and contact_id provide the reliable path.

Do not create language from script appearance
A French- or Arabic-script name cannot choose communication language. Preference comes from user choice or a conversation record and remains independent of +235.
Preserve the phone during preparation
Keep phone_raw, source_row and transform_rule together. Unsupported national notation enters review; name script cannot supply a country code.
Accept Full Format by field family
Review phone/activity, age-gender-avatar observations, and business-account/mapped-phone relationships separately. One completion rate cannot explain which family is missing.
Use transliteration for display only
Transliteration may assist an agent, but it is not a join key, identity check or deduplication rule. Neither original nor transliterated names enter the phone TXT.
Excel enters staging first
