All four values can be different. A research project may use BV as its geography, a member of staff may carry a Norwegian phone, and the person’s current location may remain unknown.
Classify +47 under the Norwegian numbering plan
Nkom states that the ITU assigned country code 47 to Norway and that Nkom administers the E.164 plan under that code. Why the BV label and telephone country can differ
BV may come from an address, project location or country selector, while the contact uses a Norwegian, South African or other international number. Preserve the geographic information and the complete telephone number separately; do not force the phone into +47.
Use the actual complete number for the WhatsApp registration task. Use the original business record to understand why the contact is associated with Bouvet Island. One country field cannot answer both questions.
