A large country exposes the “one country, one time zone” error
Scheduling a national list only from +61 can contact customers at inappropriate times. Use an established place or user preference, and send weak evidence to confirmation.
Never fill state or city from an avatar
Landmarks, sports teams, uniforms and weather images may be unrelated to present location. Do not infer address, occupation, wealth or lifestyle from a photo.
A mobile phone is not current location
Phone history, portability and travel can separate the number from place. Preserve phone_raw and country evidence while updating operational geography independently.
Compare avatar blanks by business provenance
Report observed, not_observed, visibility_limited and unknown separately for website, event, store and legacy CRM sources to locate collection defects.
Keep addresses out of TXT

Customers can choose and change contact times. Avatar visibility never affects service access or opt-out handling.
Expire geography evidence
