A blank avatar is not a negative signal
It may reflect visibility settings, an unobserved state or a task exception. It does not mean low activity, low value or unwillingness to communicate.
Use +355 for formatting only
Preserve phone_raw and country_evidence. The code supports numbering-plan work but cannot establish current location or language community.
Build an “ask the user” entry
When preference is unknown, use a neutral welcome and language choices. Let the customer update it later rather than let sales route people from an image.
Keep image judgements out of TXT
Upload one phone per line. Private customer IDs and language preferences remain in a controlled table, and batch_row reconnects the Excel result.
Limit who can view profile information
A role doing language routing does not need avatar access. Temporary profile-quality review should have named permissions and an expiry date.
Audit for unequal treatment
Periodically compare whether avatar-visible and avatar-not-visible groups receive different priority. If they do, repair the rule and training instead of rationalising the gap.
