Variable ranges defeat one length expression
The Finnish plan contains ranges of different purposes and lengths. Retain phone_raw and let a current range table produce phone_e164_candidate. Convert national notation only with clear provenance. Unknown range, short code, country conflict and suspected truncation enter exceptions; no digit is added merely to resemble +358.
The WS Gender and Age boundary
AIPUSH WS Gender and Age may export phone, age, gender, avatar and mapped WhatsApp phone. Age and gender may be unknown or inferred observations, an avatar does not verify the person, and a mapped phone can represent a shared device. These fields do not establish legal identity.

Do not select Swedish content from a profile
Åland’s language environment is not evidence of one person’s preference. Use a form selection, established communication preference or the user’s choice in the interaction. Never infer Swedish or Finnish from name, age, gender and avatar; unknown preference remains unknown.
Keep the TXT input minimal
Upload one phone per line without address, language, age, name or permission. An internal crosswalk retains contact_id, provenance and batch row, while Excel lands in staging. Mapping conflicts do not overwrite the master record, and image references receive a short retention period.
Judge stratified missingness, not one hit rate
Compare age, gender and avatar unknown rates by source channel, number range, collection year and self-declared market. When one stratum is unusually incomplete, limit generalization or repair collection. Do not describe that cohort as inactive or inauthentic.
Allowed and prohibited decisions
Aggregate content research may be allowed when permission and minimum sample size are satisfied. Price, employment, finance, insurance, identity verification and exclusion of sensitive groups are not. Contact eligibility still comes from permission and opt-out, never inferred gender or age.
The handoff must state its limits
Record the +358 rule version, Åland evidence, inputs and exceptions, field coverage, unknowns, minimum cell, mapping collisions, checked date and deletion date. The report explicitly keeps number attribution, location, language preference and profile observation as four different forms of evidence.
